The Build-n-Share challenge on the EA forum ( current one is at http://forum.thesims3.com/jforum/posts/list/0/152682.page#1804960) is hosted by the founders of this site. That's always a fun place to start.
You can also share your lot creations on the "Member Showcase" forum on this site as well as submit an entry each month for the "Lot of the Month" showcase.

(assuming I understand your question correctly) We have 2 neighborhood builds going on right now - Sunset Impressions (inspired by the art of Impressionist Paintings) and Sanshi Sumei (a Japanese themed neighborhood). You can check out the needed lots (and families in the case of Sanshi Sumei) in the database portion of the site.You must login to post.
